Summary

Um ein Konzept für die ergebnisorientierte Honorierung von Tierschutzleistungen in der Milchviehhaltung zu entwickeln, wurden problemorientierte Indikatoren von Wissenschaftlern und Praktikern ausgewählt. Diese wurden in 115 Milchbetrieben angewandt und den Ergebnissen des Welfare Quality® Protokolls sowie des Nationalen Bewertungsrahmen Tierhaltungsverfahren gegenübergestellt.
Folgende Empfehlungen wurden auf Basis der partizipativen Prozesse und Auswertungen formuliert:
- Geeignete Indikatoren sind: je der Anteil Kühe mit (1) klinischer Lahmheit, (2) Karpus-/ Tarsusveränderungen, (3) mangelnder Körperkondition, (4) Integumentschäden, (5) gebrochenen Schwänzen, (6) Verschmutzung, (7) Zellgehalt >400.000 ml-1, (8) FEQ ≥ 1,5 in der Frühlaktation, (9) FEQ < 1,0 sowie die (10) Mortalität der Kühe.
- Um neben der Tierwohl-Dimension Gesundheit auch Möglichkeiten zur Verhaltensausübung sowie schmerzhafte Eingriffe zu adressieren, werden Ressourcen- und Management-Vorgaben vorgeschlagen: Weidegang, Zugang zu Wasser, Tier-Liegeplatz-Verhältnis, Tier-Fressplatz-Verhältnis sowie Einsatz von Sedation, Lokalanästhesie und Analgetika bei der Enthornung.
- Status quo-basierte Ziel- und Grenzwerte eignen sich für die Festlegung der Förderkriterien besser als normative Werte. Dabei sollten Betriebe
--- eine Prämie für die Indikatoren erhalten, für die der Betrieb zu den 25 % besten zählt,
--- keine Prämie für die Indikatoren erhalten, aber auch nicht aus der Maßnahme ausgeschlossen werden, für die das Ergebnis dem der mittleren 50 % der Betriebe entspricht,
--- von der Maßnahme ausgeschlossen werden, wenn der Betrieb mit mehr als einem Indikator zu den 25 % schlechtesten zählt.
- Intensive Beratung ist für die erfolgreiche Umsetzung einer auf tierbezogenen Indikatoren beruhenden ergebnisorientierten Fördermaßnahme erforderlich.
- Es wird eine wissenschaftlich begleitete „Probephase“ mit einer begrenzten Anzahl an Betrieben empfohlen.
- Die Indikatoren sind auch für die Anwendung im ökologischen Landbau geeignet. Anstelle eines Prämiensystems können allerdings nur Sanktionen wirksam werden: ein Betrieb mit problematischen Indikatorwerten könnte zur Beratung verpflichtet oder aus der Kennzeichnung mit dem Verbandslabel für Milchprodukte ausgeschlossen werden.


Summary translation

The objective of the project was to develop a concept for the integration of result-oriented ap-proaches for animal welfare of dairy cows into an agricultural policy support measure and organic farming. To this aim, problem-oriented indicators were selected by a group of scientists and practitioners and tested in an on farm survey on 115 dairy farms. The results were matched with the Welfare Quality® assessment and a resource based system. A normative and a status quo oriented approach were tested to define benchmarks and targets for the indicators as a basis for a remuneration scheme.
The following recommendations were formulated as a result of the research and the participatory processes carried out in the project:
- Suitable indicators for the result oriented approach are (1) lameness, (2) carpus-/ tarsus alterations, (3) body condition, (4) integument alterations, (5) broken tails, (6) cleanliness, (7) somatic cellcount > 400.000 ml-1, (8) fat-protein quotient ≥ 1.5, (9) fat-protein quotient < 1.0 and (10) mortality.
- As these indicators only address the health dimension of animal welfare, resource- and management provisions are necessary to integrate aspects of animal behaviour. We suggest specifications for pasture, access to water, cow/cubicle relation, animal-feeding place ratio and the use of anaesthesia and analgesics for dehorning.
- A status quo based benchmarking should be applied, where a farm
--- receives a premium for an indicator if achieving the value of the 25 % best farms,
--- will not receive a premium but remains in the support measure, if its value is that of the 50 % medium farms
--- is excluded from the measure when his value is among the 25 % worst farms.
- Training of farmers and inspectors - especially with respect to the reliable survey of the indicators - is essential for a successful implementation of the measure.
- In order to address remaining uncertainties, a scientifically supported trial period should be carried out with a limited number of farms.
- The indicators are applicable for the use in organic farming without modification. As organic farming cannot offer a premium, the benchmarking system would have to be applied with sanctions: a farm with problematic indicator values could be obliged to follow a consultation or be excluded from using the label of the organic association for its dairy products.
